Newly purchased game freezes when trying to build map

game freezes when building map

Hello I just bought the galactic civilizations III game and have not been able to play it at all as the game always remains open but freezes when I attempt to load a map it freezes at the building map... point in all cases. I have tried to use the faq post to help but nothing seems to work even uninstalled everything and reinstalled it still nothing. 

my computer specs are as follows

Intel(R) Core(TM) i7-9700 CPU @ 3.00GHz   3.00 GHz

16 GB RAM

238 GB of memory with 12.1 GB free on the internal hard dive
