Game Does Not Successfully Load from New Game

I downloaded Galactic Civilizations III a little under a week ago, but have yet to actually play the game due to it freezing every time I try to get past the initial load screen where you set up the game parameters.

 

I have look through the link below and performed the following for the instructions listed.

From this link, I took the following steps:

  • Verified your Game Cache within Steam
  • Verified Page File Size/Virtual Memory is set to default
  • Update Video Drivers - I have a Lenovo Thinkpad T470s with a Intel HD Graphics 620 Card, and checked both Intel's and Lenovo's Driver check and both verified I have the most up to date driver.
  • Ran as Administrator
  • Re-Install Redistributables - I did not perform this task as I am not sure what these are, and did not know if I should run the 2012 or 2015 file.
  • Reinstalled DirectX
  • Deleted Prefs.ini and installed Low Prefs file
  • Finally I completely uninstalled the game, deleted the reference folders, and then re-installed the game, but the issue persisted

I checked my debugger slide every time, and it seemed to always have the same issues with the CD3D11Renderer.  I have copied and pasted the full .err file below, please let me know what I am missing!  I really want to play this game, and not return it to Steam.
