Galactic Civilizations III Crash on start (or just a black wireframe starting screen)

Galactic Civilizations III has an issue if it is installed to a non-ASCII directory path.

For example: C:\РќРѕРІР°СЏ РїР°РїРєР°\GalacticCivilizations3\...

or: F:\укпвкп\steamapps\common\Galactic Civilizations III\...

or: C:\Новая папка\GalacticCivilizations3\...

Our font and movie player are unable to read that path, so they don't load the fonts and movies and the game either crashes or doesn't have any movies and text in it.

We will be adding a warning message to let players know that the path is invalid. But anyone running into this can resolve it by installing to directory with ASCII characters.
