So with Retribution we can no longer have Tourism buildings on every planet, fixes the whole OP thing which is a good thing! BUT, now we have all these nice fancy Planet Traits and Features (oh and events which I forgot) that grant Tourism bonuses that are all going to waste, balance pass please.
