Hello, as it says in the title i can't improve the culture ring on my starbases.
I researched up to Stelar emigration but i don't get the option to upgrade even to the information hub.
I have plenty of resources and enough money.
This game was started on a vanilla GalCiv3 3.6
I did buy the Precursor worlds and Mercenaries DLC after starting this game.
