[BUG] Absurd Tourism bonus for Consulate building

I just started playing this game a few days ago, but imagine my surprise when I built my first consulate building, and my income per turn jumped from less than 10bc to over 4000bc.  Apparently, the adjacency bonuses for the consulate are +1 influence and...+200% Tourism?!

I've confirmed that this is still a problem today, with a game that I started after the most recent patch (I could tell there were changes to the tech tree.)  I have to assume that the bonus is supposed to be +2% Tourism, because as is, the bonus is seriously game breaking (and it pretty much negates the need for any wealth-focused buildings.)

I haven't played to the end of a full game yet, so this error may be present other places as well.  But somebody needs to fix a decimal point somewhere in the code!

For reference, I'm playing version 3.1; I have the Mega Events DLC and the Crusade Expansion Pack.
