I've started two games, and it seems, after a while, I can't see starbases or interact with planets, taking minor civs out of the game for me. When I click a minor civ planet, no menu shows up in the bottom left, when it had earlier in the game. I think this happened after I researched universal translator, but going through autosaves, the issue persists. Restarting the game has no effect in fixing it. Loading saves from long ago, before this issue happened, causes them to have the issue.
The only DLC I have is the Builders Kit and Map Pack. Galaxy size is gigantic with 10 players, and I have 16 Gb RAM, if that matters.
I can attach more pictures and saves, if someone tells me how to get saves.

Edit: I verified files, and 4 files failed to validate-19.6MB. They get redownloaded but the issue isn't fixed and even just launching the game and closing it, the 4 files need to be validated again.
