[BUG] Alien starship planetary event Malevolent selection does not decrease Synthetic population by 10%

The alien starship event's Malevolent option is supposed to grant a starship, but reduce the maximum population by 10%.  For synthetic races, it should set the maximum population to 90, but instead the value 100 remains.
