Do the Drengin and Altarians not value their ships?

This one is probably going to erode my interest in Galciv3 much more quickly now.

 

I've got two different games where I initially met the Altarians and/or Drengin, and I offer Open Borders to them as soon as I meet them.  What can I get for that?   40bc, and that's it?   Nope--how about EVERY SINGLE ONE OF THEIR SHIPS.    So I initially meet the Altarians, and I get a 2 colony ships, 3 constructors, 2 survey ships, and 2 trade ships.  For OPEN BORDERS.   What's more:  what impact does that have to his and my Administration?  I had 3 administration before the trade, and I have 3 after.    I can go to town with every civilization out there who doesn't value their ships.

I realize this problem can be easily worked around:  simply don't trade for ships.   But when I have to force myself not to do that, that takes away a lot of the fun for me.  It also reveals that the ramifications of Administration have not been fully thought through.
