On a single tile I have a stack of two ship groups. One is a fleet of 17 ships, the other is a single ship.
When the icon shows the fleet the popup info shows the stats for the single ship, moving the fleet icon then moves the single ship. If I double click the stack the fleet icon swaps to show the single ship, but now the popup shows info for the fleet.
