I have noticed habitual planets are rarely located near my home world. Here is some data from 10 quick starts (numbers are average over the 10) on a 'huge map' Habitual & stars set to abundant
planets within 6 tiles 0
planets within 15 tiles 3
planets within first tier colonizer range 7
Had 2 starts where there were only 2 planets within travel range
