[Bug 1.82] Tooltips when placing buildings do not reflect cost reductions

Issue:  Technology improvements such as 'Industrial Specialization', which grant the benefit of 'Manufacturing Cost -5%', do work - but their functionality is not reflected in the tooltips displaying building cost. 

Steps to Duplicate:

  • Set up to build a basic factory, tooltip shows it needs 30 manufacturing to construct.
  • Click to rush-buy the factory, see that it costs 300 credits.
  • Use cheats to immediately research all technologies.  Some of those technologies impact manufacturing costs.
  • Set up to build a basic factory, tooltip shows it needs 30 manufacturing to construct.  This is incorrect, it actually needs much less.
  • Click to rush-buy the factory, see that it needs much less than 300 credits.

Background:  It's always been this way, but it's annoying to me because for ages I thought the HTML code was broken and so I never researched these technologies.  The code works, it's actually the tooltips that are busted.  https://forums.galciv3.com/479462/page/1/
