Latest version with all DLCs (but I think it appeared some time ago).
The problem is impossibility to buy high level weapon and defence techs from civ, that actually have it (using on their ships).
These techs are simply missed in the tech list of civ at the diplomacy screen.
For example, I can buy Harpoons or Counter Measures, but not the Photonic Warheads or Drone Sentry Systems
In the same time, specialization techs still can be traded.
