I know on patch 1.4 they removed the default planet govern ability, but I had read somewhere (or seen in video) how to manually reset it via a "Game" file setting. I thought it was an .ini file setting, but somewhere you can set it so you can manually govern your planets (after 1.4).
Does anyone have link to post or video where/how to reset this? After my last update I lost the setting and forget where it was (my searching fu is not what it used to be).
