Trait "Venerable" is not working correctly.
If I catch the capital of race, who get this trait, everybody in galaxy are declaring war to me.
If someone invades to the same capital, this invader declaring war only for me, and others races not declaring war to the invader. Though wherever in description this trait wrote "all other races", not only to player.
