In my current game on 1.7, I've gotten the galactic event "Public Education" three times, and the notification window shows that all three are still active. I believe it, since in any planet window I can see "Public Education (3)" in the approval and net income tooltips, with the appropriate percentage effects in each.
Does this event ever expire? Should multiple occurrences of it be active at the same time?
