patch 1.6 bug -- the effects of (at least some) random events do not actually appear

In playing a game of GalCiv 3 (as the Torian Regime, on an insane sized map, if it matters) I have, in the last few turns, twice gotten the random event wherein an alien norovirus breaks out on one of your planets which kills 5% of of those it infects, but makes those who survive it "profoundly more intelligent".  The player is then presented with a choice to react in a benevolent, pragmatic, or malevolent way, each with its own set of effects.  Both times, I chose the pragmatic option (quarantine the planet, and immunize those who leave, and let those who are aware of the risks relocate there).  This is supposed to result in a 20% drop in population growth rate, but 50% increase in research.  However, these effects never actually appeared after I made the choice, on EITHER of the two planets.  The effects of the events that occur when first colonizing a new planet have shown up as expected every time.  It only seems to be a problem with random events, and maybe only with this particular one.  I am not sure.
