Issue 01: Arcean Navigation Center building is supposed to give +X movement to all ships, but does not.
Steps to Duplicate:
- Play the Arceans, or design a race with their technology tree
- Develop Navigation tech
- Construct the building - note I built mine next to a Preparedness Center (from Pragmatic Ideology) for the +2 bonus
- (x) Check ships, no speed increase is registered
- Build a shipyard at this planet, just in case the bonus only applies to ships constructed here (wouldn't fit w lore, but WTH I tried it)
- Build a ship from this shipyard
- (x) Check ship, no speed increase is registered
- Howling Dog
