There's a sector next to Thalans that has three great worlds controlled by two minor civilizations, if I was to go and take all three would that piss off all my neighbors? I'm thinking of civ5 level of penalties or is there none? Because I'd like to slap the Marauders around cuz they keep on complaining to me.
And the second minor civilization named Arken actually managed to expand to another world, I didn't think they could do that. So minor civilizations can expand to many, many worlds if there is a opportunity for them to do so?
