I'm wondering if it's just that now, since other races are so good at building their planets that the minors can't compete at all in terms of research or if it's simply that they've been forgotten?
In 1.3, minors could research a bunch of techs that I did not have until mid-game, but now, a hundred turns into the game on a immense map and they're way, way, way behind.
