Basic :static: constructor gone?? GREAT Const. Spam micro fix works again

So call me slow but when did Request Constructor (from starbase) revert back to the default from the dopy basic-static model?   This lets me use one of my favorite and super simple mod from Sansloi37 again.

This makes the default your best engine and constructor modules (as many as will fit) only making the whole spam & starbase upgrades a lot less painful.   If you need life support just design one and build only as needed.
