Why a mod isnt working (no crash just not showing)

So ive been trying to use a few mods , but unfortunately , it seems my mods are being not activated for some reason.

I have placed the mods in their individual parent folder , mod_name_folder inside the ..\Documents\My Games\GalCiv3\Mods folder
and every mod has the default folders required as stated in the readme.
I also have mods enabled ( multiplayer option is greyed out because of that)

There is a particular mod,  Ship Repair - Starbase, that im testing if it works. It adds a buildable repair module on starbases and apparently it works but its not showing up on my military starbase module to-build-list and I do have the tech for the prerequisite to build the module.

Edit:
List of possible errors:
Does naming convention affect mods like folder names having spaces?
Does creating custom modules/objects for starbases/ships not show up?
Other than the full overwrite method of mods , are there appended xml mods that will interfere with other mods ( for now there are no mods where xml files share the same name/edit the same file)?

Also is there is a simple mod that I can easily use to try to test if mods are working?
