Fine, but precisely WHAT DOES THAT MEAN in the context of the game?
I can build factories, farms, research buildings, defenses, and entertainment facilities, but I don't see an option to build apartments, condos, or little cottage houses with white picket fences. Maybe I need to research the hidden "Suburbs" research tree? 
There are other examples of confusing planet tiles too, but this is the big one for me. What can I build on these tiles or do I have to build something NEXT TO the tile to get a benefit?
