Guys,
I was playing a game recently were I had researched a few treaties but when I talked to different AI's I had the option to broker treaties with some and not others. The only explanation I could think of was that the AI's that I could broker treaties with (by that I mean the treaties drop down menu was not present on my side of the negotiation screen) were on less than friendly terms with me.
It looks like you have to have a minimum diplomatic standing (I'm guessing at least neutral) with another race before you can even discuss any treaties. Is this right?
