So playing my first game today and I discovered 2 other major powers but the UP still hasn't activated. I look in the diplomacy window but the UP is greyed out and there is no explanation why.
In galactic civilizations 2 I know it was activated as soon as you discovered one other race so I am wondering what are the activation conditions now? I googled but found nothing on it.
Any help much appreciated.
