I have seen this happen many times now and it is my first real complaint with the AI. I am playing on normal. What I keep seeing is he will colonize a planet deep into my territory, resulting in instant approval rating of 0. A few turns later it turns to my side and presto, I just got a free colony.
Can this problem be addressed? Its fairly serious in my opinion.
