50 turns back in the game I am currently playing, I set up a starbase on the edge of my borders and gave it several cultural modules. I cannot tell if this alone spreads culture or if the starbase has to be in range of one of my planets. So, can starbases spread influence without planets?
Are there any plans to add categories to the shipyards that might allow me to look at ships based on a feature such as the predominant offensive or defensive rating?
