What prevents an enemy from just ignoring a military starbase?

When you have expanded and another civilization has a starbase mining in your territory is there a way to get rid of it without going to war? Yes, I know you can trade for it, but tha is expensive. Do they eventually culture flip like planets? Is there a way to demand the civilization decomission (sp?) the starbase?
