Custom race, Terran tech tree, Beta 6 opt-in .97, with a game started on .95. The tech tree says that Orbital Institute is unlocked by the Research Matrix tech, but I've been able to build it on several star bases even though I've only researched Integrated Research, the tech before Research Matrix.
