I think I might have reported this in an earlier beta, but now in Beta 6 it's still happening. Note that I had started this game before the latest (today) opt-in patch, but it was happening before today's patch also.
I have a number of treaties that should net me +6 per week:
(And by the way, note that the details of the treaties slop over the bottom edge of the treaty agreements window into the bottom part of the window. I know I had reported that in an earlier beta).
Also, there's a UP resolution, that if I remember correctly, said at the time we voted on it that it would impose a tax, yet the resolution screen shows no tax:
