Last year I recall a problem with culture in that the Influence of a planet was a continuously increasing counter. If a planet had been occupied for many turns it would essentially be impossible (or take extremely long) to flip it because you'd have to outpace that culture counter by a factor of four. I know that the method has changed since then, but I don't understand how it works now. Gilmoy?
