Since the new patch some of my planets are unable to place a Planetary Soil Upgrade. Anyone else notice this? Maybe if the class of a planet is a certain level it can not be improved with it? Currently I have two class 16, a class 12, and a class 14. The 12 and 14 can place the Planetary Soil Upgrade, but the on the 16s can not.
