It seems if you or your opponent stuffs enough ships in orbit around a planet, they cant be attacked. The AI has 12 ships in orbit and my 7 ship fleet cant attack them.. And so they sit there around a planet that eventually changed sides to my faction, yet still they sat and sit I couldn't attack. Working as intended?
