The generic tech tree has so many techs "disabled for beta", including all 3 Cultural Focus techs, that it is impossible to meet the research conditions for a tech victory.
I remember this being reported in an earlier beta with respect to the Altarian tree, but this is the generic tree that is the default for custom races.
