Hello,
I had unlocked: Elevation Foundation (Benevolent), Preparedness Center (Pragmatic), Intimidation Center (Malevolent) in this order.
After constructing on some worlds all 3, I colonized 2 new worlds. On these 2 new worlds, the Elevation Foundation was no longer available as an improvement.
I looked at the Ideology trees and it still showed as unlocked.
