ideology suggestion or just modder capability request

I've noticed that malevolent has more depth than the previous kick the dog style (it a lot of rng change in my .70 games), but I still find myself picking after eliminating the "oh bleep no" option of things like -x% $ stat on +bonus planets.

The specific request is an either/or.
• if each of the three  ideologies had two options (maybe an extreme that puts more ideology points & less *but different*  bonuses
• if having them actually used is too much work hours, just implement the ability to have 4 or 6 options &make one or two events use it for template guideline purposes modders can take advantage of
• while im asking for stars, I might as well mention a third one .  Specifically I'd like the ability to define event files on a per faction basis in factiondefs.xml... Even if every race points to the same files  by default
