Sorry if this has an obvious answer but I couldn't find anything on this and it is currently confounding me... Playing the Altarians I decided to go for a tech victory and was doing pretty well until I got to Cultural Focus in the Influence Tech Tree -- all three components said "disabled in Beta". This presented a problem because it was along the way to the Cultural Affinity tech which is needed for the victory condition. Also, interestingly, all the techs after cultural focus on that branch appear enabled -- I just can't get to them. Out of curiosity I started another game as the Krynn and the same thing happened on the corresponding branch of their influence tree. Is this intentional? Has this always been like this? I could have sworn I've seen posts by people implying a completed tech victory...
