The upgrade chain for the commercial modules depend on the GoodsAndServices modules instead of their own predecessor.
This is an old bug that is now back.
The StarbaseModuleDefs.xml file:
For the OrbitalShoppingCenter the <UpgradesFrom> should be StarbaseMarket instead of RecreationCenterModule.
For the StarbasePromenade the <UpgradesFrom> should be OrbitalShoppingCenter instead of OrbitalResortModule.
For the FranchiseCenter the <UpgradesFrom> should be StarbasePromenade instead of ZeroGBallet.
There is not even a module called ZeroGBallet, the correct name for that module is ZeroGBalletModule.
