I'm playing as the Altarians, however, I can't declare war on the Terrans, it's around turn 400 now. No UN enforced peace agreements that I can see, so I'm kind of at a loss.
I have all the other races playing with me as well, even in the diplomacy screen I can declare war on everyone else except the terrans. It's so strange.
