Galactic Domain Problem Posted on Wednesday, December 31, 2014 The text for Galactic Domain says you can't colonize or build starbases in other players ZOC. But with it in effect I can't colonize a planet in neutral, open space. Haven't tried to build a starbase there yet. I'll add on when I try.
