Too many objects in orbit... ejecting and creating a fleet... limit to the size of the fleet?

I have a strange play tactic; I build out a starbase but keep feeding constructors from four or five shipyards to that starbase until it fills up and I get the "too many in orbit". Usually by then I have advanced the development as far as I can go with that starbase so I make a fleet of constructors and decide to do a mass-invasion of opposing territory with two or three of these fleets (it ends up being 10-15 constructors). Then in one move I build out a starbase right on the back door of their home planet and go on the cultural offensive (to demoralize them).

Unfortunately when I build out a fleet by ejecting constructors there is a limit to how big this fleet can be. Somewhere around four or five ships and then the game wants to create a different fleet or it treats the extra constructors as independent ships. It becomes user intensive to manage all of these individual ships and I would like for the fleets to be bigger.

Shouldn't the fleet size be variable? maybe tied to +logistics level? That would make sense... if you have improved logistics then you should have more ability to move things around in swarms. (that is how war works).
