I have a Trade Capitol in Altaria, but the Level seems to be one higher than it should be:
It gets 1 level each from the Civ Capital, the Tourist Haven, and the Trade Post, but that only adds up to 3, not 4. Likewise, the Trade Post is only getting 3 levels from the Trade Capital, but it is also level 4. Not sure what the problem is. Should I submit my save?
