I thought at first it only seemed like a coincidence, however whenever a vote comes up where a civilization can earn some "brownie points" (UP headquarters, chairmen, etc.) the other faction I am at war with will ALWAYS choose me. Regardless which way the war is stacked, how far in it is, whether their willing for peace or pushing for more war.
