1. Should I be able to negotiate more than one free trade agreement with each AI? I've currently got two free trade agreements with the Altarians and two with the Krynn. Seems like an easy way to trade for all of their techs, one or two at a time.
2. How do I negotiate an Alliance? I researched the Interstellar Alliance tech, but the option to negotiate an alliance treaty in diplomacy did not appear. My relations with both the Altarians and Krynn are at "Overjoyed". Does that have to be something higher? Thinking that maybe the AIs had to have the alliance tech to make it work, I traded that to each of them, but it made no difference.
Edit: I went further and researched Millitary Alliance, traded it to the Altarians, but again the option to negotiate an alliance does not appear.
