I want to stockpile construction points for my Starbases

Like the title says, I want to stockpile construction points for my starbases. A reason for that is, I might want to install a certain kind of module on my starbase, and I have the constructor ready, but I don't have the required tech. A different reason might be, getting the constructor to a starbase might be the hard part, as hostile ships might try to destroy my constructor. In both instances, I want the construction points to be there and ready once I have the techs I need.

At this time, I can kinda work around this problem by ensuring that my starbases still have modules that could be installed, but I instead choose not to install them. Instead, I let them stockpile until the required techs become available. This unfortunately, depends on the availability of starbase modules that I don't intend to install. Fortunately, I can defend starbases with fleets, so I've felt safe in using starbase defenses for that very job.

I would very much like to be able to stockpile these construction points without needing to bend the rules of game to make it work.

Edit: Also, in GalCiv 2, you could use starbase repair kits to repair damaged starbases. These kits would use up 1 constructor at a time. If converted over to this game, I would expect that they would use construction points like any other module. In that case, starbases that would expect to see a lot of combat would do well to have some left over construction points to handle rapid repairs.
