Granted - I was prettty sure in Gal Civ 2, the smallest class of ship was a fighter-class... perhaps those will be the ones that you can flag as "carrier strike craft" - Then youd simply when you create a carrier you'd be able to say add 5 hangers, each of which can hold 10 of your smallest designs or so.
