Just started a game for the first time. Chose easy settings etc. Went to go build on an arid tile and it kept switching the location off of the tile I was choosing. Is this normal?

Spot where I'm trying to build a research lab is highlighted on the right side. It keeps moving it to another spot other than the one selected.
