I was playing my first game. 1 planet remained. The planet was surrounded by enemy ships. Only 1 of the hexes would allow me to attack. If there was a ship in that hex, it would attack that ship and I would win. If I tried to move into the empty hex, it would ask me if I wanted to start combat. I would say yes (or no) and it would do nothing. If I tried to attack a ship on any other hex surrounding the planet, it would do nothing. No combat. No movement into the hex. It acted as though there was a ship there but would not let me attack. Because I could not attack any other hex except for the one mentioned, and that hex not allowing me to move into it prevents me from finishing the game. I have the save game if you want me to send it in.
