The UP mechanism needs to be upgraded.
I'm sick of getting late game "change to X government" or "Constructor base speed" laws or laws that can be manipulated by the leading player to further its dominance.
I find hard to understand why we get to vote on laws that affect nothing meaningful when there are massive wars everywhere or "galactic plagues" killing everyone(laws like "limit anomaly exploration")
or simply getting stopped to perform something because there is a law (AFAIK the UP does not have enforcers, who stop us? the other players? the "peacekeepers"?)
Instead I'd like to be able to defy laws,with monetary (fines, reduced trade, tourism restrictions, and so on), diplomatic (penalties on deals, increased likelihood of war, sabotaje, ...) , morale (extra unhappiness) or political implications (like losing 20-30% of the senate control)
I'd also like to get sensible laws based on current game events or status (like the "stop war" resolution)
And also a mechanism to raise complaints against a player for spying, piracy or "unjustified attacks" (which could be voted, and sanctioned)
Maybe the ethical aligment of players could affect the kind of laws beign proposed, or maybe players could vote on a law area (economics, political, and so on) or even propose to repel or update enforced laws
